Haiti: Gang Violence Prevents Needed Structural Changes by Rene Wadlow
Violent crime has long beset Haiti, but in the past two years, it has risen to unprecedented levels. An estimated two hundred gangs are now active, and they dominate as much as ninety per cent of the capital Port-au-Prince. There has often been a link between armed gangs and political leadership, state power intertwined with violence.
A key example was the Presidency of Francois (Papa Doc) Duvalier – a former doctor who became president in 1957. He built his power on a philosophy of “Black Pride” to eliminate the dominant role of the mixed-race Metis who made up the country’s elite. When I worked for the Ministry of Education of newly independent Gabon in Equatorial Africa in the early 1960s, there were a good number of Haitian Metis who had been forced to leave the country and were working as teachers or technical advisors in French-speaking Africa. A “brain drain” of disastrous consequences for Haiti.
